Multi-agency Risk Management Protocol (MRM)
The Multi-Agency Risk Management (MRM) Protocol provides a framework for professionals to work together when an adult with care and support needs is experiencing significant risk, abuse, neglect, self-neglect, exploitation, or other complex safeguarding concerns.
MRM supports agencies to share information, understand risk collectively and agree coordinated plans that improve outcomes for adults whilst maintaining a person-centred approach. The protocol places Making Safeguarding Personal at the centre of decision-making, ensuring that the adult's wishes, views and desired outcomes remain central to risk management planning.
The process is designed to support adults who have mental capacity to make decisions, including decisions that may place them at risk. It helps professionals balance empowerment, choice and autonomy with the need to reduce the likelihood of serious harm. MRM is not a replacement for safeguarding enquiries, statutory assessments or agency-specific risk management responsibilities. Instead, it provides a structured multi-agency approach where complex risks require coordinated action across organisations.
