Multi-Agency Response to Need
The Multi-Agency Response to Need guidance supports professionals in identifying the appropriate level of need for children and families. This remains applicable for determining levels of need and continues to be used by all services when making referrals for support.
Under Families First the way in which services are delivered will evolve, bringing together Supporting Families Key Workers and Social Workers, within integrated Family Help teams; all fulfilling the role of Family Help Lead Practitioners to deliver services to children in need of family help.
As the reforms are implemented partners have updated the Response to Need frameworks to reflect the revised Multi- Agency Response to Need 2026 guidance for practitioners working in Heywood and Rochdale South from 28th September.
As such dual processes and procedures will exist during the implementation and transition period, to support those working outside of and within the new Family Help model.
This guidance will be further reviewed and updated as the Families First reforms are implemented across all neighbourhoods in Rochdale by 1st April 2027.

Effective partnership working is vital in order to ensure that outcomes for children and families are central to all assessment, planning and intervention. This includes the need to consider differing views and experiences which evidence the value of exchanging ideas and developing critical thinking in regards to how best to achieve improved outcomes. There will be times when disagreements occurred and require informal and possible lead to formal escalation.
